There was a ground breaking August 25 for the “Central Arts Station” for complete renovation of the old Central Fire Station downtown. It will be headquarters of the Shreveport Regional Arts Council. The building will be remodeled and will closely resemble the exterior structure as it was in 1922. Hand Construction Company is the builder and ribbon cutting should be in August 2012. The training tower will also be renovated.
The Shreveport City Council has voted to establish a project entitled New Super Station 8/14 to be built on Greenwood Road between the fairgrounds and Popeye’s on Jewella. $4,400,000 has been allocated for construction from general; Obligation Bonds, Part2. This is to be a 5 bay station replacing existing Stations 8 and 14. Construction should begin next year (2012) with ribbon cutting in 2013 or early 2014.
The City Council has voted to establish a project called Fire Department Station Renovations for $1,000,000. Funding source is General Obligation Bonds, Proposition No. 2. This is for repair and renovations at various fire stations which include rewiring, plumbing, roof replacement, driveway repairs and addition of male/female facilities. The contracts for these projects should be given during the 2012 year.
A very nice “surprise” reception for new incoming Chief Craig Mulford was given August 12th at Grace Point Church of the Nazarene on Pines Road. Around 200 people attended, including active and retired firefighters, friends and families of the Chief, church members and the general public. Local 514 showed a strong presence and everyone seemed pleased the SFD has such a well liked Chief.
The SFD Maintenance Facility’s Shreveport Fire Fighters Museum and Showroom is having renovation of the floor once again. Hopefully, this will finally correct the” bubbling” problem. All equipment and displays had to be moved out. The floor was due to accept light foot traffic the end of August with displays being set up a few days later.
The Shreveport Fire Fighter’s Museum received a donation of 5 lighted display cabinets from the Summer Grove Baptist Church which owns the old Dillard’s Department Store in what was South Park Mall. The museum thanks the Church for their generous contribution.
The Signal “51” Fire Buff Group now has 17 members and has greatly increased their canteen service at Shreveport fires and other emergencies. This group is now a 501 3c corporation and any contributions to help in supplying drinks and food for our firefighters would be greatly appreciated and will be tax deductable.
All six of the 1987-89 Quality Spartan Reserve Pumpers have had new motors installed. This should give the SFD sufficient equipment to respond until new engines can be obtained. Each motor installation cost $20,000.
Stepped up negotiations for the purchase of 5 new engines using the “lease purchase” plan are in progress. The bond issue covers only fire stations and structures. Needed are 11 new engines, a new heavy rescue truck and a tower ladder.

Bond issue passed by 60/40 with 10% voter turnout. SFD allotted 5.4 million. To be used primarily for the new super station and repairs to other stations – especially roofs.
The new station will have a completely new design featuring 6 bays, 15 dorm rooms, 3 brass poles, 2 towers and a police substation. Will house Engines 8 and 14, Ladder 8, Sprint 8, Medic 14, and Battalion Chief 3.
First 75 million in bonds to be sold in late summer with money available 2-3 months later. Contractor bids followed by ground breaking no later than early spring next year (2012). Construction time 12 -18 months making ribbon cutting sometime in 2013. Super station to be built on city owned land on south side of Greenwood Road between the state fairgrounds property and Popeye’s restaurant which is on Jewella.
Two of the five reserve 1987 – 89 engines blew their motors and are out for good. Engine 16 involved in a collision with an 18 wheeler sending it to Ferrara for repairs which will take several months. This leaves SFD with only 2 reserves for the next few months.
Two new Ford pickups arrived, painted black. They will get a bed canopy and will be painted red for use by battalion chiefs.
3 new sprints arriving in the next several months will go to 1, 8, and 9. Two of the present Sprints go to 7 and 16 with one in reserve.
Station 8 is now free of mold. When the rigs and crews move to the super station, the building will be turned back over to the city and will not be torn down. The Mayor and City Council will decide what city agency will take over the building.
SFD should have a new fire chief by July. About 28 candidates will take the exam . These will be reduced to 5 who will be interviewed by the Mayor before the final decision.

The election for the 175 million proposed bond issue will be April 2nd. The ballot is to be divided into 3 sections. The SFD is included with SPAR. The Bond Committee approved around 11 million each for the Fire and Police Departments, but this was cut in half by the City Council.
There is enough money for only one new fire station. Present plans are to build a “Super Station” and combine present Station 8 and Station 14 at this facility. If built, it would be located on a city owned lot on Greenwood Road near the State Fairgrounds and Popeye’s restaurant on Jewella.
Station 8 on Velva has a severe mold problem and measures taken over the past 6 months have not alleviated the condition. The dormitory areas upstairs are not conducive to living and sleeping. It has recently been discovered this station is probably not on the National Register as old Central and Station 10 are. If this building is vacated to the new 14 station, its fate at present is unknown.
Presumably, the new “Super Station” would house Engines 8 and 14, Truck 8, Sprint 8 and Medic 14.
No new fire trucks are included in the bond issue. There are funds for 4 new remounts for medic units, 3 new Fords for the Battalion Chiefs, and 1 sprint. Willis Knighton Health System has paid for 3 more sprints. At least 2 will go into service within the next several months, with one in reserve. As of now, plans are to put one at Station 7 and one at Station 16.
The engine first line fleet is rapidly wearing out, and a lend-lease purchase is being looked into. At minimum, 8 new engines are needed as soon as possible. These would replace all six 1996 era Quality Spartans and 2 of the five 2000-2001 Quality Spartans. The six 1996 models would replace the old 1997-98-99 Qualitys (the last of the white pumpers) as the 6 reserves.
Truck 20 remains out of service awaiting parts for the ladder – water pipe assembly damaged in an accident in November. Last word is parts are due here in March. Meanwhile, the reserve ladder truck (1989 Quality Spartan LTI is in service at 20.
Rescue 1 is in the shop getting a motor replacement. In the original SFD wish list a new Rescue 1 was listed. This was not to be, so maybe a new motor will give it a few more years.
Keeping all the aging rigs in service is proving a challenge for the SFD Shop. Even so, at least 90% of the first line units are in service at any given time. Although their ranks are few, the service technicians are doing a fine job of ”Keeping them rolling”.

On August 25th the Shreveport Regional Arts Council (SRAC) on the first anniversary of the fire that destroyed their building in Princess Park held a celebration and ribbon cutting at the old Central Fire Station with speeches, face painting, food, a band and tours. Over 200 people attended. SRAC has been in temporary offices at the old Expo Center on Clyde Fant.
Plans are now being prepared for renovating the first and second floors with construction starting in the spring. The drill tower is going to be saved and renovated into living quarters for visiting artists. SRAC has 4.7 million in insurance, donations, and state funding to fund the construction. The brass poles, some call boards and other fire memorabilia will remain to give it a fire house flavor. Its new name is “Central Arts Station” and completion of construction is expected in the spring 2012. Seven city blocks around the station will be renovated for a total cost of 7 million. An additional 2.3 million in donations will be sought.
Three Sprints are now in service at stations 1, 8, and 9. Plans to purchase 6 or 7 Ford Explorers were cancelled. Now there will be a total of 4 due to a greater cost per unit than first figured. The fourth Sprint will be purchased later this year or early next year. As of now, plans are to place it at Station 16.
The bond committee chaired by Liz Swain presented their proposal for the 2011 Bond Election in April 2011 to the City Council who will vote on this in the next several weeks. It seems most of the Council is for it, but not all. Over 500 million was requested from the various city departments, but only 165 million is available for the city to borrow without raising taxes. SFD was allocated 12 million for relocating 2 fire stations and acquiring new vehicles. Needed are 11 engines, a tower ladder and heavy rescue truck. Hopefully the citizens will see fit to vote “Yes” on the bond issue in April 2011. It might be broken up into 3 or 4 groups instead of voting on the whole issue. Look for much discussion on the issue in coming weeks.
The Signal “51” Group has increased to 17 regular members with greatly increased canteen service for Shreveport Firefighters. Meetings are now monthly instead of bimonthly and are held on a Sunday afternoon at various Shreveport Fire Stations with supper served by the group.
The Shreveport Firefighters’ Museum continues adding exhibits at its new location in the SFD Fire Maintenance facility show room on Mansfield Road. The Museum is in need of several display cases for exhibiting SFD trophies and fire memorabilia. If anyone has one or more to donate, please contact the SFD Maintenance Shop. The Museum is a tax exempt 501 3c organization and your donation would be tax deductible. Thanks in advance.
Signal “51” Group member Karl Brummett who owns and operates a barbeque restaurant in Eldorado, provided a delicious dinner at new Central Fire Station for the “C” shift of the SFD, in appreciation of their outstanding work at the Red River drowning. Most of the Signal “51” Group attended along with special guest.
911 personnel are changing over the control boards in all the towers and at the communication center in preparation for implementing the rebanding of the Caddo 911 radio system. This is causing some receiving problems with personal scanners, but the radios on the system are functioning properly.

The 3 new Sprint Ford SUVs are due in by the middle of May. They will be painted black over red with LED lights. They should be in service within a month or 6 weeks at Station 1, 8, and 9. An addition to #8 to house is almost finished. They were paid for by WK Health System. Three more Sprints will be given by WK next year. Station assignments for these have not been finalized, but Station 6 and 12 are being considered.
The first Homeland Security Truck is here and is stationed at the SFD Shop. A second truck is expected in the near future. They will serve northwest Louisiana.
The SWEPCO plant is expedited to start up in mid June. At this time it will be decided if Central Fire Station can stay at its present location.
A bond committee is having regular meetings and tours to decide what the city’s needs are for the upcoming bond issue which will either be this fall or next April. They will consider SFD needs in mid-May. SFD’s wish list includes 10 engines, 1 tower ladder and 1 heavy rescue to replace Rescue 1
All new engines and trucks to be ordered will be black over red (Chicago paint scheme).
Also on list is the relocation of 4 fire stations: #2 to North Market and Martin Luther King; #14 to Greenwood at Broadway; #15 to Mansfield Road next to SFD Shop; and #17 to across the street from the present station. All new stations will use the layout plan of Station 22 with minor changes.
Just completed is a small new rehab trailer that can serve large quantities of cold liquids – it can be pulled behind an SUV or pickup and can be used by Signal “51” Group or Chief’s cars. It is presently at SFD Shop and just completed.
The showroom at the SFD Shop (Shreveport Firefighters’ Museum) is currently being filled with new exhibits and displays and should be completed in the near future.

The new "Sprint" program has been very successful during the first month in service. A retired EMS Supervisor Ford SUV has been converted into "Sprint 9" and stationed at #9. The idea is to have a rapid EMS response without the engine or rescue having to be called out. It is cross-maned by a paramedic from Engine 9 or Rescue 9 with an EMS technician. Number 9 Station is the busiest in Louisiana, and this will save wear and tear on the large rigs, as well as cutting thousands of dollars a year in fuel costs.
The Sprint responds to all medical emergencies, except where fire is possible (auto crashes, etc.) It is completed equipped with all lifesaving equipment and medications, but is unable to transport. Hopefully 3 new Sprints will be purchased later this year at about $25,000 each plus equipment for 2 - all probably from the regular budget. The other 2 will probably go to Station 1 and 16.
The new Central Fire Station is now half surrounded by the Swepco Power plant addition with start up planned for late summer. A test firing was done last week with deafening noise and severe vibration of the station. Another location for Central might be in the future.
The new Fire Corp applicants have been chosen and meetings have been started. The Signal "51" Group is pleased that 3 of its members are part of this new program.
The Dixie Garden Station of CFD 5 is going to be remodeled and a new addition. Bids are now being taken (as of mid January).
The new "Casino Station" in Bossier on Arthur Ray Teague Parkway west extension is near completion. Check local news for the Grand Opening.
Rumor has it that SFD's old Central Fire Station downtown might soon have a new tenant. A local community group might move in after renovations. Stay tuned.
The Fall Bond Issue for 2009 was canceled by the City Council. Of Shreveport Fire Department concern is the aging of about half the fleet of first line engines, some nearly 15 years old, making repair costs rising. Hopefully the city will agree to the Bond Issue this Fall. Needed are 10 engines and a tower ladder.

In early August two antique Shreveport Fire Department Pumpers were moved into the showroom of the new SFD Maintenance Facility. One is a 1928 American La France pumper (ex SFD’s #7 The Flying Crow), and a 1928 Seagrave pumper (ex SFD #1). They occupy the North and South areas of the large display area.
On Saturday the 15th a 1922 Fire alarm console was moved to the facility. It is from old Station #5 on Stoner. It features Joker tape, original gongs and will be connected to an old fire alarm box to demonstrate how alarms were transmitted in the early 20’s until the late 1960's.
During the next few weeks other displays are to be added such as EMS, Communications, Academy, Chief Dallas Greene, Fire Prevention and others.
Engine 11 has been out of service 8 weeks after being involved in a head on collision. No significant injuries. It is requiring front body work and a new bumper.
Ladder (truck) 8 has been out of service for 2 weeks for repairs to the left outrigger.
Engine 15 has been out of service 10 days for a water leak in the tank or its connections.
Signal “51” Group is getting new “uniform” shirts. They will be gray with a new logo and the member’s name.
Signal “51” Group is 40 years old this year. A birthday celebration is being planned for this fall.

New SFD Truck 7 (ladder) is in service at #7 Station. Drivers like it – turns easily – tends to “drift” a little more than previous Truck 7.
Former truck 7 is almost ready to go into service as Truck 20. New SFD decals are being applied. Present Truck 20 (1989 Quality –Spartan LTI) will be the reserve ladder truck.
At this writing the city and Swepco have not come to an agreement about Station 1. The new plant addition will be operational in about a year with the noise level being a problem. It is looking less likely there will be a buyout by Swepco, but time will tell.
Engine 22 purchased over a year ago is now Engine 9 after mechanical problems on Engine 9 developed. These are now corrected and it has been renumbered as Engine 22 and ready for service once the new station is opened.
The mayor is committed to opening Station 22 as soon as it is financially possible. Will cost $240,000 per year to keep it open – plus at present there are not enough personnel to man it.
Applications are now being taken for a new SFD Academy class for 2009. Civil Service exam will be in early April.
The new SFD maintenance facility will be finished by March 16th for move in. The front show room is to be the Shreveport Firefighters Mini Museum with 2 original vintage SFD fire engines. A working 1922 fire alarm system from Station 5 plus pictures and other SFD memorabilia. Look for “soft” opening sometime in April and a “Grand” opening several weeks later. It is located at the old Wray Ford dealership area on Mansfield Road.

Station 22 remains closed January 2009 due to budget constraints. In April the first quarter revenue will be reviewed, and hopefully, if funds are available then ($200,000), the station can be opened in the second quarter.
New #7 ladder truck has been received and will be placed into service within the next couple weeks. It was built by Ferrara and has a Smeal ladder. Present truck (ladder) 7 will go to Station 20 to replace the 20 year old ladder truck there. The old truck will be the reserve ladder truck.
The present Maltese cross logo on the apparatus doors is to be replaced with a SFD logo with superimposed lettering - most likely gold leaf texture. Also, the "Class 1" logo on the rigs is being replaced with a different design.
Plans to replace the ladder on truck 1 with a tower ladder (ladder with platform) were rejected by the city because of no funds. Also, the SFD budget asked for 7 vehicles and a medic remount, all of which were not granted. Depending on tax revenue coming in, these may come to pass later this year.
The SfD shop is nearing completion, with possible beginning move in late February or March.
The rookie class is due to graduate in February - eleven in all - far short of the number needed.

Ladder Truck 7 is out of service for replacement of the transmission. Length of downtime could be long.
The new ladder truck from Ferrara should be delivered in November. It will be almost identical to Truck 1.
The Academy Class startup has been postponed, perhaps until after the first of the year.
Station 22 is completed, Engine 22 ready, but has not yet opened because of a personnel shortage.
The new SFD Shop is well on the way to a late November or December opening.
Rescue 1 had a new rear bumper/step installed because of damage a couple years ago. New safety stripes have been applied to the rear.
SWEPCO is building a new power plant surrounding Station 1 on 2 sides. SWEPCO has promised to build a boat ramp behind the station. The plant begins operation in 2010.

SFD Apparatus Update and Other News
A new ladder truck is on order from Ferrara to replace the last 1989 Aerial Truck that was stationed at #20. A failure in the main ladder lift assembly put the rig permanently out of service. The new truck is identical to Truck 1, except the top of the ladder while lying in its brackets will be 6 inches higher. Expect delivery in November.
The Shreveport Regional Airport has taken delivery of a new state of the art Oshkosh Crash Truck. There are now 5 Charley trucks, but only 3 will be manned. Engine 8 is now back in service after extensive repair at Ferrara for the past 8 months. The rig was sent to the factory after being involved in a wreck in Queensborough last summer.
Engine 22 is being readied for service at its new station on Southern Loop when it opens. It is a 2007 Ferrara Custom "Inferno'"
New Station 22 is nearing completion - ribbon cutting probably middle to late June.
Work should begin shortly on the new SFD Shop on Mansfield Road. City has approved the bid and a preconstruction conference is being scheduled. Construction time is around 6 months.
Region 5 Fire Buff Meet
22 out of town fire buffs from 4 states gathered at the Holiday Inn Express off Fern Avenue for the regional meet April 18, 19, 20. Signal "51" Group hosts this meet every 4 years. Other cities participating in Region 5 (mid south) are Dallas, Houston, and Tyler. The hotel hospitality room was loaded with food and drinks, with continuous videos of fires, rigs, etc and plenty of reports from other cities.
Friday night tours of Central Fire Station and the 9-1-1 center were given - all were impressed with the facilities. Saturday morning Sandy Davis and Kathy Rushworth gave interesting talks at 9-1-1. Followed was a luncheon (44 present) at a local restaurant. At 3:30 the S.F.D. gave a demonstration at the Stoner Avenue and Fant Parkway, starring new Truck 1, Engines 5 and 9 under the direction of 1st District Chief. Engine 22 and Rescue 9 were on display at the location. A delicious gumbo supper was served to everyone at Central Station at 6 PM. Followed were station visits and ride outs for 9 lucky attendees who qualified. Signal "51" thanks all SFD personnel who made this meet one of out best.

New Ladder 1 went into service January 18th at Central Fire Station. It is a Ferrara with a Smeal main ladder . Previous Ladder 1 will become Ladder 16 and Ladder 16 (the last piece of white first line rigs) will be come Ladder 20.
New Rescue 9 went into service about the same time. It is similar to Rescue 1 (Ferrara), but is 2 feet wider. Drivers report it is very fast on the road with a fast pickup.
New District Chief 6's Dodge is here and is currently being outfitted and needs the shell placed over the cargo area.
The new Medic Unit is here and is now being prepared for service. It will probably be Medic 15, at least, that is the number it has on it.
New Engine 22 is currently serving as Engine 8 until 8's rig is completed at Ferrara.
New Station 22 is slowly making progress. Roof is completed and plumbing work is going full blast. Completion date probably around 3 months away.
More funds for the new SFD Shop have been approved by the city and re-bids will go out. Construction is estimated at 4 to 6 months. Completion should be this summer.

Next week (2nd week of December) a new ambulance (Medic 13) will arrive along with a new remount. Also a new Dodge Pickup for District Chief is due in shortly.
New Rescue 9 is almost finished at Ferrara and will arrive the last week of December.
New Ladder 1's main ladder has been mounted and now the body and cabinet work will begin. Delivery date is late January.
Downtown Engine 1's pump went out several weeks ago - the ordered parts have arrived and it should be back in service in the next couple of weeks.
Engine 8 has been at Ferrara the past 6 months following a major wreck. It now has a new cab and other parts, and should be finished in a month or two.
A reserve (1989 Quality Monarch) pumper was involved in an accident about 4 months ago and sent to Ferrara for repair. About 3 months later it was returned to service, and serving as Engine 2 when it was involved in a fatal collision on North Market. It is to be sent to Ferrara again for repair to the right side.
Medic 13 starts service January 1st.

New Ladder (truck) 1 continues under construction at Ferrara. The aerial ladder is to be manufactured by Smeal. Delivery expected by year's end.
New Rescue 9 continues under construction at Ferrara. Delivery expected by year's end. A reserve engine (1989 Quality Spartan) is there for repairs following a wreck.
Engine 8 has been at Ferrara for the past 2 months following a wreck. The cab sustained massive damage and probably will be replaced. Completion date unknown.
The new Academy Class of 20 has been in progress about a month. One member has dropped out.
New Medic 13 planned for October might be a few weeks late.
A fence is being built around the Wray Ford SFD Shops site to help cut down on the vandalism. All bids were rejected because they came in $386,000 over budget. Another $100,000 has been trimmed off the plans, but $286,000 needed to start construction is not presently available.
SWEPCO is planning to enlarge their plant and occupy the green space across the street from New Central Station, plus the space west of the station. They will erect fences, but the large generators will have a very high noise level. SWEPCO plans to build a boat ramp back of the station.

Engine 8 was involved in an accident at Fredrick and Missouri Avenue in late July. No fire fighters were hurt, but the woman driving the auto was hospitalized. She ran a red light. The bumper, bell, grill and front cab were hit. It is now at Ferrara for repair and might have to have a new cab. Repair time 2 or 3 months.
Ground breaking for Station 22 was held August 7th with 55 persons attending. 15 people on the shovels. Short talks were by Chief Cochran, SFD Chaplain, Mayor Glover, and a couple of others. M&M construction is the builder. Completion is scheduled for March. New Engine 22 is here.
Bids on the new SFD Maintenance Shop came in $380,000 over budget - everyone was surprised. Apparently everything that could be cut was cut. Options, among others, are to bid in 2 phases with the first phase being started this year and the 2nd phase at a later time when money is available. Another is to cut more. Stay tuned.
New Ladder 1 and Rescue 9 are being built at Ferrara with delivery expected in December.
Medic 13 still on schedule for October.

Construction on new Station 22 is on hold pending resolution of the “fair share program” for this facility.
Construction should start on the new fire maintenance facility in the next 30 to 60 days.
New Engine 22 from Ferrara has been here 2 months and is being stored at the academy.
The new ladder truck is under construction at Ferrara and should be ready by September.
New heavy Rescue 9 is under construction at Ferrara and delivery is expected in about 3 months.
A new medic unit has been ordered from Excellance in Alabama – perhaps for #13 in the fall.

Twenty eight people gathered in San Antonio for the Region 5 IFBA Meeting. Fifteen rooms at the La Quinta Hotel were reserved. Twenty two member plus six spouses. Two canceled because of illness (30 registered).
Busy day on Saturday with walking tour of 9-1-1, Central Fire Station, Fire Museum and a couple of other stations. Lunch was at Casa Rio Mexican Restaurant on the River Walk.
Bill Wilcox resigned as Region 5 Vice President, and Larry Childress of Tyler was elected. Larry will go to Boston for the National Convention. Houston group got the plaque for largest attendance (7). Signal "51" had only 3. Executive Vice President of IFBA and a past President (from Milwaukee) attended. Everyone was pleased with next year meeting being in Shreveport.

Ground breaking for Station 22 will be Tuesday, April 24th at 10 AM, 2022 Southern Loop at Provenance Drive. Mayor Cedric Glover, among others, will be on hand with the ceremonial shovel. New Engine 22 will be there with no home. M&M Construction got the bid, and construction should take around 6 to 9 months. Mark your calendar now and plan to attend.

The new pumper for Station 22 is arriving next week (12th to 15th) from Ferrara. It will be temporarily assigned to another station until 22 is finished in late 2007 or early 2008.
Specs are almost finished on the new ladder truck and Rescue 9. They will be coming up for bids in several weeks.
Engine 5 is in the shop for replacement of front bumper that was hit by a car driven by a 14 year old boy 3 – 4 weeks ago. The boy drove through Engine 5's bay door which was demolished.
Two Medic units on order – one new and one remount. First due here in several weeks.
Architect assigned for new SFD shop. Bids in 4-6 weeks. Construction time – 90 days.

Bids are to be opened for new Station 22 on January 18th at 2 PM. If one is accepted, ground breaking should take place in late February.
The pumper order for the new station was scrapped for this year. A reserve engine will be Engine 22 until next year.
A new 100 ft. aerial ladder truck has been approved for purchase this year. Specs are now being prepared.
It was decided to replace Rescue 9 with a complete new rig instead of just a new chassis. Purchase has been approved for this year. Old Rescue 9 is about worn out.
Two new medic remounts are in this year's budget. Hopefully Medic 13 will go in service in the fall.
Car 83 (EMS supervisor) was in a wreck Christmas Eve. No one hurt - truck now in repair shop.
Ladder inspection last week - all passed.
3 engines have returned from Ferrara for cab latch repair. Several others are to be sent.

Engine 11’s front bumper has been repaired after hitting a boulder 1 year ago. Back in service after 10 days in shop.
All 5 of the Ferrara engines in the last order have developed stress cracks in the frame. Engine 17 was the worst and was the first to be shipped back to the factory. On arriving in Holden, LA, it fell off the truck during unloading further damaging the frame and understructure. A crane had to be used to unload and place it in the shop.
The other 4 engines will be sent for frame strengthening and repair on at a time.
The new pumper for Engine 22 (22?) was ordered in August with delivery expected around March or April. Recent environmental rule changes necessitated altering some chassis components putting Ferrara 90 days behind delivery schedule.
Bids were let in late October for Station 22. Look for ground breaking in December or more probably early January. Construction time: 6 months. It will be almost identical to Station 13.
The deal for the old Wray Ford Dealership on Mansfield has been finalized for the new shop. Ground breaking may be before the end of the year. There will be a large glassed in showroom.
The academy class is in full swing. 30 rookies started, but one dropped out the first day. As of late October, 29 were present.
Rescue 1 backed into a parked trailer damaging the back bumper, light and left lower cabinets. A new bumper is on order.
Mayor Lo Walker and the Bossier Fire Chief have altered shift change time from mid afternoon to 7AM. Also, Bossier City Fighters have to bring their food with them to the station, as they can no longer go to the grocery stores or fast food restaurants for pickups.
The annual Shreveport Fire Department Awards Banquet is December 5th at the Riverfront Center.

The SFD has a new mobile command trailer. It is a goose neck, air conditioned and painted candy apple red. It has not yet been lettered. The old large Sportran bus unit will no longer be used.
Shocking news, last week was that the City Council rejected the request for $800,000 of the windfall tax to be given the SFD for a new ladder truck for 20 and a chassis remount for Rescue 9.
The new ladder truck estimate came in at $630,000. Repair of the 1989 ladder truck (replace the main aerial ladder) is around $445,000. Since it is 17 years old, this would buy only another 3 years use of it.
Rescue 9 lowest bid for a new chassis and remounting the present module was $429,000. (Ferrara)
The next general bond issue for the city won't likely be until late 2007 for purchasing these units - unacceptable because delivery would not be until sometime in 2008 - and 2007 is our year for inspection to renew the Class 1 rating.
The mayor has promised to revisit these issues in the fall. The Council does not seem to realize what is at stake. During the next few months try to contact your councilman and express your concern.

SFD Apparatus Update and Other News
Ground breaking for new Station 22 has been postponed and most likely will be in July or August. Hold up is infrastructure preparation.
All 1989 reserve engines have been renumbered in a "30"series. Instead of RE1 or RE2, we now have E30, E31, etc. This is to avoid confusion on the fire ground.
Two new medic units are on order.
The SFD is to receive $800,000 from the recent tax windfall of 10 million dollars. It will probably be used for a new 100 foot aerial ladder truck - after delivery, the 1979 ALF ladder truck at Station 20 will go back into reserve.
The new Academy class will start July 13th. About 30 rookies are expected.
The replacement door for Engine 18 (formerly Engine 14) recently arrived from Spartan and is in the paint shop as of May 10th. It should be in service within the next 2 weeks.
Front cab neighborhood lettering for engines continues with the most recent #19 - "Ellerbe Rd" and 16 "Hollywood". Seven engines remain to be lettered.

SFD Apparatus Update and Other News
Ladder 7 has been in the frame shop for 2 weeks to repair the contact suspension system. It is due back in service Friday, March 25th.
Present Ladder 20 (1979 ALF) is in the frame shop for a broken spring. Ladder 16 (1989 Quality LTI) is sitting in.
Engine 18 is still a 1989 Quality Spartan because its replacement is in the shop awaiting a new door from the factory.
Reserve Engine 5 that was assigned to the Academy is now in the bone yard due to multiple problems. For now training will use whichever of the 5 reserves is available.
Rescue 9 - Replacing the chassis on the present module - is now out for bids.
Station 22 - At next Council Meeting final approval of the lot acquisition is on the agenda. Expect ground breaking in May.

Ladder (truck) 20, did not pass its recent test due to a faulty main ladder. Will take at least $100,000.00 to have it corrected, making it economically unfeasible. Its days with the SFD are over after almost 18 years of service. It is a 1988 Spartan LTI.
Enter "old Myrtle", the SFD’s Reserve Truck 1, a 1979 American LaFrance “Century” Series
(a "Ladder Chief" with a 100 ft. aerial), which has been at the Academy and recently at Station 2. It passed its test, and is now being spiffed up to become Truck 20. It was the only reserve ladder truck and the only American LaFrance on the SFD roster. SFD no longer has a reserve ladder rig, so there is a dire need for a new unit. It is hoped the administration can find a half million or more for a new one in the near future.
This fall the number of crash trucks at Shreveport Regional will be cut from 3 to 2. The order for the new crash truck has been put on hold. This will free 6 firefighters for service elsewhere. There is a chance the 3rd crash truck and crews would move to the downtown airport if air service there continues increasing.
A new medic unit is on order and 2 more new units will probably be ordered this year. A 9th medic is now operating out of 9.
This year Rescue 9 will have a new chassis installed using the same module.
The next rookie class at the Academy is to start in June or July and is expected to be larger than recent classes.
Plans for enlarging and renovating the SFD Shop are now on hold due to financial constraints.
Station 22 groundbreaking will be announced soon and bids for its new engine will be advertised shortly.
Engine 18 (was 14) is now having extensive repairs to its pump before going into service at Station 18. This will be the last of the rig transfers that started last June with the arrival of the new engines.

Engine 2 received their replacement pumper Friday afternoon, November 18th. It replaces a 1988 Quality Spartan. The engine is old 7's, and before that, Engine 8. It is a 1993 Quality Spartan.
Station 2 is now storing the only remaining American LaFrance on the roster, a 1979 100 foot "Ladder Chief". A bomb squad unit also shares the 3 bay station. This station is to be moved to Cooper Road and North Market in the next 2 or 3 years.
The lot for new Station 22 has been procured off Southern Loop a few blocks from I-49 Exit. Ground breaking should be in the first quarter of next year.
Ground braking for the new maintenance facility or addition has been postponed until the first quarter of 2006. New apparatus for 2006 will be one pumper (#22), 2 Medic remounts and one Oshkosh Airport crash truck.
The new Salvation Army canteen truck is due to arrive Saturday November 19th. A company representative will give a demonstration of its capabilities Saturday to the primary operators of the rig, the Signal "51" Group.

SFD Apparatus Update and Other News
Bids on the new Shop Addition are now being received and will be opened at City Hall on September 1st. If accepted, look for ground breaking in October.
Engine 7 (formerly Engine 8) was placed in service Thursday August 18th. Former Engine 7, after spiffing up, goes to Station 2.
Former Engine 17 blew its transmission, has been repaired after a month in the shop and is now in service as Engine 14. Former Engine 14 will go to 18 in the near future.
Station 3 had its roof blown off during a windstorm 2 weeks ago. A new roof is now being put on. Engine 3 is to get former Engine 9 on Monday. Former Engine 3 will go to 16.
New Medic 14 will go in service Monday.
Budget for 2006 is finished. New remount for Rescue 9 approved. One ladder truck and 3 engines requested. Unknown how many will be awarded.
The new Dodge for District 4 was placed in service this week.
Land has been procured for Station 22. Ground breaking will be in December or January.

New Engines in Service
All new engines have been placed into service except Engine 17. It should be ready in several days. Then Engines 1, 4, 8, 9, 17 will have new rigs.
Previous Engine 1 has been sent to 13. None of the other hand-me-downs has been placed into service. (Engs 4, 8, 9,17). E 9 is to go to 3, but has been in shop for 2 weeks for mechanical problems. Eng 3 is using a 1988 reserve.
The 8 new Dodge pickups have arrived and will be painted all red with added light bars. Five are for the District Chiefs, two for EMS Supervisors and one for a shop truck. They came with covered truck beds.
One Medic is being renovated now with a new chassis and another will go next month.
Rescue 9 has almost 90,000 miles on it and will go next year for a chassis replacement.

Apparatus Update:
New Engine 1 and Engine 4 will be the first of the five to go into service.
The most striking features of the new rigs are the LED display in the light bar. and the bell and ornamental eagle on the right front bumper extension. Don't try to find the bell rope - there is none. The clapper is pulled by an electric mechanism as the bell on a diesel locomotive.
The plans for the SFD Shop expansion are impressive. The extension is to go westward where the present bone yard is. There will be a separate area for medic unit repair and service, new hydraulic lifts, wash area, gym, conference room, offices, break room, etc. Estimated cost is 1.5 million, and ground breaking is planned for October. Construction time expected to be 9 months.
There is a good chance the crash trucks at regional will be reduced from 3 to 2 because the Airport Authority is in a budget crunch. The extra truck might be sent to downtown airport.

Regional Convention Report
Dallas, TX - April 15-17
Five members of Signal "51" were at the Dallas Meet this past Friday and Saturday. Around 20 out of town members and the 24 Box 4 Group plus spouses/friends.
Interesting visit to Dispatch Center after supper Friday evening at Old Whiskers Restaurant.
A busy day Saturday from 8AM to 10:30 PM, a one hour business meeting - Tim Wilcox reelected as Region 5 Uice President. The Dallas FIre Chief spoke at the huge Dolphin Fire Rescue Facility followed by a presentation of the new Fire Rescue concept in Dallas. Lunch was grilled tube steaks and trimmings fron the new Salvation Army Canteen truck.
Five or six static displays and presentations on the grounds followed by a tour of the sprawling shops. Nest, a visit to Love Field Crash Station where crash trucks rides were given - a single engine plane in distress caused a fire run by 3 crash rigs.
Next, a tour of the Chalkhill Antique Fire Truck Facility - 40 vintage rigs on display. Delicious supper by Babe's Restaurant followed by speeches and group pictures. The dessert? A 2 alarm fire in Irving - Chinese Restaurant - Box 4 Canteen and everyone responded.

The five new pumpers are due to arrive the second week of May. All five will be delivered that week. Top secret as to where they are to be deployed.
There might be only 4 1987-88 trade ins instead of 5 in order to save one for new Station 22. Land is ready, but no date set for ground breaking.
Old Reserve One (Quality - Winnebago) is to be traded to Excellence on one of the medic units.
Truck one is back in service after correcting hydraulic problems.
Five new Dodge pickups for the District Chiefs are to be delivered in about 90 days.
Specs almost ready for the new state of the art Oshkosh Crash truck. Three still first line, 4th (Walters) will occupy the 4th bay as reserve.
Engine 7 in wreck recently (Kings Highway at Highland) Car hit mini-van which hit the tail board on #7. Two women in van hurt - man in van DWI. No firefighters hurt. Tail board straightened and back in service, same day.

Two new medic units have arrived and can be seen at the SFD Shop. They have a new paint scheme and design. They will be assigned to Station 5 and 10.
The five new engines are due to begin to arrive in late April or early May. One will be assigned to Engine 1 and one to Engine 14. No decision yet as to where the other 3 will go, but 13 is a good possibly for one.
Four 1988 and one 1986 Quality Spartan will be traded in. There will be 5 held in reserve.
The land is procured on the Southern Loop for Station 22 - no ground breaking date has been set. A reserve engine will be used as 22 until a new one can be purchased.

The 5 new engines are due in late May. Final decisions as where they will be assigned have not been made, but it is speculated that Engine 1, 8, and 9 will probably get one. Engines 13 and 19 will probably get hand-me-downs.
The gentleman who offered the city his property near Southern Trace for new Station 22 and then withdrew his offer, has again given the go ahead. The station will be almost identical to new 13. Look for ground breaking within a few weeks.
Engine 8 was involved in a minor collision on Drexel Street Thursday February 24th. No injuries and only minor paint damage.
Engine 11 has been in the shop for one month undergoing a front end repair with new bushings. Reserve engine 4 is in use there.
The new academy class has been moved from April to June.
Reserve engines in short supply. One is at 11, one at 19, and 3 in bone yard (old 10, 19, and Reserve engine 3). They have blown up engines and/or pumps and will be trucked to Ferrera as tradeins.
The district chief cars will be replaced with Dodge crew cab pickups with covered beds. Five can be purchased for the cost of 2 suburbans.
The 5 new engines will be equipped with bells - the first since 1979. They were purchased with savings from the cancellation of some computer diagnostic equipment and intercoms on the new rigs.
The runs of Engine 12 have been dramatically decreased since new station 13 came on line.

On December 14th, the Shreveport City Council approved by a vote of 6-0 the lease purchase of five new fire trucks for $1,525,000.

There was a ground breaking August 25 for the “Central Arts Station” for complete renovation of the old Central Fire Station downtown. It will be headquarters of the Shreveport Regional Arts Council. The building will be remodeled and will closely resemble the exterior structure as it was in 1922. Hand Construction Company is the builder and ribbon cutting should be in August 2012. The training tower will also be renovated.
The Shreveport City Council has voted to establish a project entitled New Super Station 8/14 to be built on Greenwood Road between the fairgrounds and Popeye’s on Jewella. $4,400,000 has been allocated for construction from general; Obligation Bonds, Part2. This is to be a 5 bay station replacing existing Stations 8 and 14. Construction should begin next year (2012) with ribbon cutting in 2013 or early 2014.
The City Council has voted to establish a project called Fire Department Station Renovations for $1,000,000. Funding source is General Obligation Bonds, Proposition No. 2. This is for repair and renovations at various fire stations which include rewiring, plumbing, roof replacement, driveway repairs and addition of male/female facilities. The contracts for these projects should be given during the 2012 year.
A very nice “surprise” reception for new incoming Chief Craig Mulford was given August 12th at Grace Point Church of the Nazarene on Pines Road. Around 200 people attended, including active and retired firefighters, friends and families of the Chief, church members and the general public. Local 514 showed a strong presence and everyone seemed pleased the SFD has such a well liked Chief.
The SFD Maintenance Facility’s Shreveport Fire Fighters Museum and Showroom is having renovation of the floor once again. Hopefully, this will finally correct the” bubbling” problem. All equipment and displays had to be moved out. The floor was due to accept light foot traffic the end of August with displays being set up a few days later.
The Shreveport Fire Fighter’s Museum received a donation of 5 lighted display cabinets from the Summer Grove Baptist Church which owns the old Dillard’s Department Store in what was South Park Mall. The museum thanks the Church for their generous contribution.
The Signal “51” Fire Buff Group now has 17 members and has greatly increased their canteen service at Shreveport fires and other emergencies. This group is now a 501 3c corporation and any contributions to help in supplying drinks and food for our firefighters would be greatly appreciated and will be tax deductable.
All six of the 1987-89 Quality Spartan Reserve Pumpers have had new motors installed. This should give the SFD sufficient equipment to respond until new engines can be obtained. Each motor installation cost $20,000.
Stepped up negotiations for the purchase of 5 new engines using the “lease purchase” plan are in progress. The bond issue covers only fire stations and structures. Needed are 11 new engines, a new heavy rescue truck and a tower ladder.

Bond issue passed by 60/40 with 10% voter turnout. SFD allotted 5.4 million. To be used primarily for the new super station and repairs to other stations – especially roofs.
The new station will have a completely new design featuring 6 bays, 15 dorm rooms, 3 brass poles, 2 towers and a police substation. Will house Engines 8 and 14, Ladder 8, Sprint 8, Medic 14, and Battalion Chief 3.
First 75 million in bonds to be sold in late summer with money available 2-3 months later. Contractor bids followed by ground breaking no later than early spring next year (2012). Construction time 12 -18 months making ribbon cutting sometime in 2013. Super station to be built on city owned land on south side of Greenwood Road between the state fairgrounds property and Popeye’s restaurant which is on Jewella.
Two of the five reserve 1987 – 89 engines blew their motors and are out for good. Engine 16 involved in a collision with an 18 wheeler sending it to Ferrara for repairs which will take several months. This leaves SFD with only 2 reserves for the next few months.
Two new Ford pickups arrived, painted black. They will get a bed canopy and will be painted red for use by battalion chiefs.
3 new sprints arriving in the next several months will go to 1, 8, and 9. Two of the present Sprints go to 7 and 16 with one in reserve.
Station 8 is now free of mold. When the rigs and crews move to the super station, the building will be turned back over to the city and will not be torn down. The Mayor and City Council will decide what city agency will take over the building.
SFD should have a new fire chief by July. About 28 candidates will take the exam . These will be reduced to 5 who will be interviewed by the Mayor before the final decision.

The election for the 175 million proposed bond issue will be April 2nd. The ballot is to be divided into 3 sections. The SFD is included with SPAR. The Bond Committee approved around 11 million each for the Fire and Police Departments, but this was cut in half by the City Council.
There is enough money for only one new fire station. Present plans are to build a “Super Station” and combine present Station 8 and Station 14 at this facility. If built, it would be located on a city owned lot on Greenwood Road near the State Fairgrounds and Popeye’s restaurant on Jewella.
Station 8 on Velva has a severe mold problem and measures taken over the past 6 months have not alleviated the condition. The dormitory areas upstairs are not conducive to living and sleeping. It has recently been discovered this station is probably not on the National Register as old Central and Station 10 are. If this building is vacated to the new 14 station, its fate at present is unknown.
Presumably, the new “Super Station” would house Engines 8 and 14, Truck 8, Sprint 8 and Medic 14.
No new fire trucks are included in the bond issue. There are funds for 4 new remounts for medic units, 3 new Fords for the Battalion Chiefs, and 1 sprint. Willis Knighton Health System has paid for 3 more sprints. At least 2 will go into service within the next several months, with one in reserve. As of now, plans are to put one at Station 7 and one at Station 16.
The engine first line fleet is rapidly wearing out, and a lend-lease purchase is being looked into. At minimum, 8 new engines are needed as soon as possible. These would replace all six 1996 era Quality Spartans and 2 of the five 2000-2001 Quality Spartans. The six 1996 models would replace the old 1997-98-99 Qualitys (the last of the white pumpers) as the 6 reserves.
Truck 20 remains out of service awaiting parts for the ladder – water pipe assembly damaged in an accident in November. Last word is parts are due here in March. Meanwhile, the reserve ladder truck (1989 Quality Spartan LTI is in service at 20.
Rescue 1 is in the shop getting a motor replacement. In the original SFD wish list a new Rescue 1 was listed. This was not to be, so maybe a new motor will give it a few more years.
Keeping all the aging rigs in service is proving a challenge for the SFD Shop. Even so, at least 90% of the first line units are in service at any given time. Although their ranks are few, the service technicians are doing a fine job of ”Keeping them rolling”.

On August 25th the Shreveport Regional Arts Council (SRAC) on the first anniversary of the fire that destroyed their building in Princess Park held a celebration and ribbon cutting at the old Central Fire Station with speeches, face painting, food, a band and tours. Over 200 people attended. SRAC has been in temporary offices at the old Expo Center on Clyde Fant.
Plans are now being prepared for renovating the first and second floors with construction starting in the spring. The drill tower is going to be saved and renovated into living quarters for visiting artists. SRAC has 4.7 million in insurance, donations, and state funding to fund the construction. The brass poles, some call boards and other fire memorabilia will remain to give it a fire house flavor. Its new name is “Central Arts Station” and completion of construction is expected in the spring 2012. Seven city blocks around the station will be renovated for a total cost of 7 million. An additional 2.3 million in donations will be sought.
Three Sprints are now in service at stations 1, 8, and 9. Plans to purchase 6 or 7 Ford Explorers were cancelled. Now there will be a total of 4 due to a greater cost per unit than first figured. The fourth Sprint will be purchased later this year or early next year. As of now, plans are to place it at Station 16.
The bond committee chaired by Liz Swain presented their proposal for the 2011 Bond Election in April 2011 to the City Council who will vote on this in the next several weeks. It seems most of the Council is for it, but not all. Over 500 million was requested from the various city departments, but only 165 million is available for the city to borrow without raising taxes. SFD was allocated 12 million for relocating 2 fire stations and acquiring new vehicles. Needed are 11 engines, a tower ladder and heavy rescue truck. Hopefully the citizens will see fit to vote “Yes” on the bond issue in April 2011. It might be broken up into 3 or 4 groups instead of voting on the whole issue. Look for much discussion on the issue in coming weeks.
The Signal “51” Group has increased to 17 regular members with greatly increased canteen service for Shreveport Firefighters. Meetings are now monthly instead of bimonthly and are held on a Sunday afternoon at various Shreveport Fire Stations with supper served by the group.
The Shreveport Firefighters’ Museum continues adding exhibits at its new location in the SFD Fire Maintenance facility show room on Mansfield Road. The Museum is in need of several display cases for exhibiting SFD trophies and fire memorabilia. If anyone has one or more to donate, please contact the SFD Maintenance Shop. The Museum is a tax exempt 501 3c organization and your donation would be tax deductible. Thanks in advance.
Signal “51” Group member Karl Brummett who owns and operates a barbeque restaurant in Eldorado, provided a delicious dinner at new Central Fire Station for the “C” shift of the SFD, in appreciation of their outstanding work at the Red River drowning. Most of the Signal “51” Group attended along with special guest.
911 personnel are changing over the control boards in all the towers and at the communication center in preparation for implementing the rebanding of the Caddo 911 radio system. This is causing some receiving problems with personal scanners, but the radios on the system are functioning properly.

The 3 new Sprint Ford SUVs are due in by the middle of May. They will be painted black over red with LED lights. They should be in service within a month or 6 weeks at Station 1, 8, and 9. An addition to #8 to house is almost finished. They were paid for by WK Health System. Three more Sprints will be given by WK next year. Station assignments for these have not been finalized, but Station 6 and 12 are being considered.
The first Homeland Security Truck is here and is stationed at the SFD Shop. A second truck is expected in the near future. They will serve northwest Louisiana.
The SWEPCO plant is expedited to start up in mid June. At this time it will be decided if Central Fire Station can stay at its present location.
A bond committee is having regular meetings and tours to decide what the city’s needs are for the upcoming bond issue which will either be this fall or next April. They will consider SFD needs in mid-May. SFD’s wish list includes 10 engines, 1 tower ladder and 1 heavy rescue to replace Rescue 1
All new engines and trucks to be ordered will be black over red (Chicago paint scheme).
Also on list is the relocation of 4 fire stations: #2 to North Market and Martin Luther King; #14 to Greenwood at Broadway; #15 to Mansfield Road next to SFD Shop; and #17 to across the street from the present station. All new stations will use the layout plan of Station 22 with minor changes.
Just completed is a small new rehab trailer that can serve large quantities of cold liquids – it can be pulled behind an SUV or pickup and can be used by Signal “51” Group or Chief’s cars. It is presently at SFD Shop and just completed.
The showroom at the SFD Shop (Shreveport Firefighters’ Museum) is currently being filled with new exhibits and displays and should be completed in the near future.

The new "Sprint" program has been very successful during the first month in service. A retired EMS Supervisor Ford SUV has been converted into "Sprint 9" and stationed at #9. The idea is to have a rapid EMS response without the engine or rescue having to be called out. It is cross-maned by a paramedic from Engine 9 or Rescue 9 with an EMS technician. Number 9 Station is the busiest in Louisiana, and this will save wear and tear on the large rigs, as well as cutting thousands of dollars a year in fuel costs.
The Sprint responds to all medical emergencies, except where fire is possible (auto crashes, etc.) It is completed equipped with all lifesaving equipment and medications, but is unable to transport. Hopefully 3 new Sprints will be purchased later this year at about $25,000 each plus equipment for 2 - all probably from the regular budget. The other 2 will probably go to Station 1 and 16.
The new Central Fire Station is now half surrounded by the Swepco Power plant addition with start up planned for late summer. A test firing was done last week with deafening noise and severe vibration of the station. Another location for Central might be in the future.
The new Fire Corp applicants have been chosen and meetings have been started. The Signal "51" Group is pleased that 3 of its members are part of this new program.
The Dixie Garden Station of CFD 5 is going to be remodeled and a new addition. Bids are now being taken (as of mid January).
The new "Casino Station" in Bossier on Arthur Ray Teague Parkway west extension is near completion. Check local news for the Grand Opening.
Rumor has it that SFD's old Central Fire Station downtown might soon have a new tenant. A local community group might move in after renovations. Stay tuned.
The Fall Bond Issue for 2009 was canceled by the City Council. Of Shreveport Fire Department concern is the aging of about half the fleet of first line engines, some nearly 15 years old, making repair costs rising. Hopefully the city will agree to the Bond Issue this Fall. Needed are 10 engines and a tower ladder.

In early August two antique Shreveport Fire Department Pumpers were moved into the showroom of the new SFD Maintenance Facility. One is a 1928 American La France pumper (ex SFD’s #7 The Flying Crow), and a 1928 Seagrave pumper (ex SFD #1). They occupy the North and South areas of the large display area.
On Saturday the 15th a 1922 Fire alarm console was moved to the facility. It is from old Station #5 on Stoner. It features Joker tape, original gongs and will be connected to an old fire alarm box to demonstrate how alarms were transmitted in the early 20’s until the late 1960's.
During the next few weeks other displays are to be added such as EMS, Communications, Academy, Chief Dallas Greene, Fire Prevention and others.
Engine 11 has been out of service 8 weeks after being involved in a head on collision. No significant injuries. It is requiring front body work and a new bumper.
Ladder (truck) 8 has been out of service for 2 weeks for repairs to the left outrigger.
Engine 15 has been out of service 10 days for a water leak in the tank or its connections.
Signal “51” Group is getting new “uniform” shirts. They will be gray with a new logo and the member’s name.
Signal “51” Group is 40 years old this year. A birthday celebration is being planned for this fall.

New SFD Truck 7 (ladder) is in service at #7 Station. Drivers like it – turns easily – tends to “drift” a little more than previous Truck 7.
Former truck 7 is almost ready to go into service as Truck 20. New SFD decals are being applied. Present Truck 20 (1989 Quality –Spartan LTI) will be the reserve ladder truck.
At this writing the city and Swepco have not come to an agreement about Station 1. The new plant addition will be operational in about a year with the noise level being a problem. It is looking less likely there will be a buyout by Swepco, but time will tell.
Engine 22 purchased over a year ago is now Engine 9 after mechanical problems on Engine 9 developed. These are now corrected and it has been renumbered as Engine 22 and ready for service once the new station is opened.
The mayor is committed to opening Station 22 as soon as it is financially possible. Will cost $240,000 per year to keep it open – plus at present there are not enough personnel to man it.
Applications are now being taken for a new SFD Academy class for 2009. Civil Service exam will be in early April.
The new SFD maintenance facility will be finished by March 16th for move in. The front show room is to be the Shreveport Firefighters Mini Museum with 2 original vintage SFD fire engines. A working 1922 fire alarm system from Station 5 plus pictures and other SFD memorabilia. Look for “soft” opening sometime in April and a “Grand” opening several weeks later. It is located at the old Wray Ford dealership area on Mansfield Road.

Station 22 remains closed January 2009 due to budget constraints. In April the first quarter revenue will be reviewed, and hopefully, if funds are available then ($200,000), the station can be opened in the second quarter.
New #7 ladder truck has been received and will be placed into service within the next couple weeks. It was built by Ferrara and has a Smeal ladder. Present truck (ladder) 7 will go to Station 20 to replace the 20 year old ladder truck there. The old truck will be the reserve ladder truck.
The present Maltese cross logo on the apparatus doors is to be replaced with a SFD logo with superimposed lettering - most likely gold leaf texture. Also, the "Class 1" logo on the rigs is being replaced with a different design.
Plans to replace the ladder on truck 1 with a tower ladder (ladder with platform) were rejected by the city because of no funds. Also, the SFD budget asked for 7 vehicles and a medic remount, all of which were not granted. Depending on tax revenue coming in, these may come to pass later this year.
The SfD shop is nearing completion, with possible beginning move in late February or March.
The rookie class is due to graduate in February - eleven in all - far short of the number needed.

Ladder Truck 7 is out of service for replacement of the transmission. Length of downtime could be long.
The new ladder truck from Ferrara should be delivered in November. It will be almost identical to Truck 1.
The Academy Class startup has been postponed, perhaps until after the first of the year.
Station 22 is completed, Engine 22 ready, but has not yet opened because of a personnel shortage.
The new SFD Shop is well on the way to a late November or December opening.
Rescue 1 had a new rear bumper/step installed because of damage a couple years ago. New safety stripes have been applied to the rear.
SWEPCO is building a new power plant surrounding Station 1 on 2 sides. SWEPCO has promised to build a boat ramp behind the station. The plant begins operation in 2010.

SFD Apparatus Update and Other News
A new ladder truck is on order from Ferrara to replace the last 1989 Aerial Truck that was stationed at #20. A failure in the main ladder lift assembly put the rig permanently out of service. The new truck is identical to Truck 1, except the top of the ladder while lying in its brackets will be 6 inches higher. Expect delivery in November.
The Shreveport Regional Airport has taken delivery of a new state of the art Oshkosh Crash Truck. There are now 5 Charley trucks, but only 3 will be manned. Engine 8 is now back in service after extensive repair at Ferrara for the past 8 months. The rig was sent to the factory after being involved in a wreck in Queensborough last summer.
Engine 22 is being readied for service at its new station on Southern Loop when it opens. It is a 2007 Ferrara Custom "Inferno'"
New Station 22 is nearing completion - ribbon cutting probably middle to late June.
Work should begin shortly on the new SFD Shop on Mansfield Road. City has approved the bid and a preconstruction conference is being scheduled. Construction time is around 6 months.
Region 5 Fire Buff Meet
22 out of town fire buffs from 4 states gathered at the Holiday Inn Express off Fern Avenue for the regional meet April 18, 19, 20. Signal "51" Group hosts this meet every 4 years. Other cities participating in Region 5 (mid south) are Dallas, Houston, and Tyler. The hotel hospitality room was loaded with food and drinks, with continuous videos of fires, rigs, etc and plenty of reports from other cities.
Friday night tours of Central Fire Station and the 9-1-1 center were given - all were impressed with the facilities. Saturday morning Sandy Davis and Kathy Rushworth gave interesting talks at 9-1-1. Followed was a luncheon (44 present) at a local restaurant. At 3:30 the S.F.D. gave a demonstration at the Stoner Avenue and Fant Parkway, starring new Truck 1, Engines 5 and 9 under the direction of 1st District Chief. Engine 22 and Rescue 9 were on display at the location. A delicious gumbo supper was served to everyone at Central Station at 6 PM. Followed were station visits and ride outs for 9 lucky attendees who qualified. Signal "51" thanks all SFD personnel who made this meet one of out best.

New Ladder 1 went into service January 18th at Central Fire Station. It is a Ferrara with a Smeal main ladder . Previous Ladder 1 will become Ladder 16 and Ladder 16 (the last piece of white first line rigs) will be come Ladder 20.
New Rescue 9 went into service about the same time. It is similar to Rescue 1 (Ferrara), but is 2 feet wider. Drivers report it is very fast on the road with a fast pickup.
New District Chief 6's Dodge is here and is currently being outfitted and needs the shell placed over the cargo area.
The new Medic Unit is here and is now being prepared for service. It will probably be Medic 15, at least, that is the number it has on it.
New Engine 22 is currently serving as Engine 8 until 8's rig is completed at Ferrara.
New Station 22 is slowly making progress. Roof is completed and plumbing work is going full blast. Completion date probably around 3 months away.
More funds for the new SFD Shop have been approved by the city and re-bids will go out. Construction is estimated at 4 to 6 months. Completion should be this summer.

Next week (2nd week of December) a new ambulance (Medic 13) will arrive along with a new remount. Also a new Dodge Pickup for District Chief is due in shortly.
New Rescue 9 is almost finished at Ferrara and will arrive the last week of December.
New Ladder 1's main ladder has been mounted and now the body and cabinet work will begin. Delivery date is late January.
Downtown Engine 1's pump went out several weeks ago - the ordered parts have arrived and it should be back in service in the next couple of weeks.
Engine 8 has been at Ferrara the past 6 months following a major wreck. It now has a new cab and other parts, and should be finished in a month or two.
A reserve (1989 Quality Monarch) pumper was involved in an accident about 4 months ago and sent to Ferrara for repair. About 3 months later it was returned to service, and serving as Engine 2 when it was involved in a fatal collision on North Market. It is to be sent to Ferrara again for repair to the right side.
Medic 13 starts service January 1st.

New Ladder (truck) 1 continues under construction at Ferrara. The aerial ladder is to be manufactured by Smeal. Delivery expected by year's end.
New Rescue 9 continues under construction at Ferrara. Delivery expected by year's end. A reserve engine (1989 Quality Spartan) is there for repairs following a wreck.
Engine 8 has been at Ferrara for the past 2 months following a wreck. The cab sustained massive damage and probably will be replaced. Completion date unknown.
The new Academy Class of 20 has been in progress about a month. One member has dropped out.
New Medic 13 planned for October might be a few weeks late.
A fence is being built around the Wray Ford SFD Shops site to help cut down on the vandalism. All bids were rejected because they came in $386,000 over budget. Another $100,000 has been trimmed off the plans, but $286,000 needed to start construction is not presently available.
SWEPCO is planning to enlarge their plant and occupy the green space across the street from New Central Station, plus the space west of the station. They will erect fences, but the large generators will have a very high noise level. SWEPCO plans to build a boat ramp back of the station.

Engine 8 was involved in an accident at Fredrick and Missouri Avenue in late July. No fire fighters were hurt, but the woman driving the auto was hospitalized. She ran a red light. The bumper, bell, grill and front cab were hit. It is now at Ferrara for repair and might have to have a new cab. Repair time 2 or 3 months.
Ground breaking for Station 22 was held August 7th with 55 persons attending. 15 people on the shovels. Short talks were by Chief Cochran, SFD Chaplain, Mayor Glover, and a couple of others. M&M construction is the builder. Completion is scheduled for March. New Engine 22 is here.
Bids on the new SFD Maintenance Shop came in $380,000 over budget - everyone was surprised. Apparently everything that could be cut was cut. Options, among others, are to bid in 2 phases with the first phase being started this year and the 2nd phase at a later time when money is available. Another is to cut more. Stay tuned.
New Ladder 1 and Rescue 9 are being built at Ferrara with delivery expected in December.
Medic 13 still on schedule for October.

Twenty eight people gathered in San Antonio for the Region 5 IFBA Meeting. Fifteen rooms at the La Quinta Hotel were reserved. Twenty two member plus six spouses. Two canceled because of illness (30 registered).
Busy day on Saturday with walking tour of 9-1-1, Central Fire Station, Fire Museum and a couple of other stations. Lunch was at Casa Rio Mexican Restaurant on the River Walk.
Bill Wilcox resigned as Region 5 Vice President, and Larry Childress of Tyler was elected. Larry will go to Boston for the National Convention. Houston group got the plaque for largest attendance (7). Signal "51" had only 3. Executive Vice President of IFBA and a past President (from Milwaukee) attended. Everyone was pleased with next year meeting being in Shreveport.

The new pumper for Station 22 is arriving next week (12th to 15th) from Ferrara. It will be temporarily assigned to another station until 22 is finished in late 2007 or early 2008.
Specs are almost finished on the new ladder truck and Rescue 9. They will be coming up for bids in several weeks.
Engine 5 is in the shop for replacement of front bumper that was hit by a car driven by a 14 year old boy 3 – 4 weeks ago. The boy drove through Engine 5's bay door which was demolished.
Two Medic units on order – one new and one remount. First due here in several weeks.
Architect assigned for new SFD shop. Bids in 4-6 weeks. Construction time – 90 days.

Bids are to be opened for new Station 22 on January 18th at 2 PM. If one is accepted, ground breaking should take place in late February.
The pumper order for the new station was scrapped for this year. A reserve engine will be Engine 22 until next year.
A new 100 ft. aerial ladder truck has been approved for purchase this year. Specs are now being prepared.
It was decided to replace Rescue 9 with a complete new rig instead of just a new chassis. Purchase has been approved for this year. Old Rescue 9 is about worn out.
Two new medic remounts are in this year's budget. Hopefully Medic 13 will go in service in the fall.
Car 83 (EMS supervisor) was in a wreck Christmas Eve. No one hurt - truck now in repair shop.
Ladder inspection last week - all passed.
3 engines have returned from Ferrara for cab latch repair. Several others are to be sent.

Engine 11’s front bumper has been repaired after hitting a boulder 1 year ago. Back in service after 10 days in shop.
All 5 of the Ferrara engines in the last order have developed stress cracks in the frame. Engine 17 was the worst and was the first to be shipped back to the factory. On arriving in Holden, LA, it fell off the truck during unloading further damaging the frame and understructure. A crane had to be used to unload and place it in the shop.
The other 4 engines will be sent for frame strengthening and repair on at a time.
The new pumper for Engine 22 (22?) was ordered in August with delivery expected around March or April. Recent environmental rule changes necessitated altering some chassis components putting Ferrara 90 days behind delivery schedule.
Bids were let in late October for Station 22. Look for ground breaking in December or more probably early January. Construction time: 6 months. It will be almost identical to Station 13.
The deal for the old Wray Ford Dealership on Mansfield has been finalized for the new shop. Ground breaking may be before the end of the year. There will be a large glassed in showroom.
The academy class is in full swing. 30 rookies started, but one dropped out the first day. As of late October, 29 were present.
Rescue 1 backed into a parked trailer damaging the back bumper, light and left lower cabinets. A new bumper is on order.
Mayor Lo Walker and the Bossier Fire Chief have altered shift change time from mid afternoon to 7AM. Also, Bossier City Fighters have to bring their food with them to the station, as they can no longer go to the grocery stores or fast food restaurants for pickups.
The annual Shreveport Fire Department Awards Banquet is December 5th at the Riverfront Center.

The SFD has a new mobile command trailer. It is a goose neck, air conditioned and painted candy apple red. It has not yet been lettered. The old large Sportran bus unit will no longer be used.
Shocking news, last week was that the City Council rejected the request for $800,000 of the windfall tax to be given the SFD for a new ladder truck for 20 and a chassis remount for Rescue 9.
The new ladder truck estimate came in at $630,000. Repair of the 1989 ladder truck (replace the main aerial ladder) is around $445,000. Since it is 17 years old, this would buy only another 3 years use of it.
Rescue 9 lowest bid for a new chassis and remounting the present module was $429,000. (Ferrara)
The next general bond issue for the city won't likely be until late 2007 for purchasing these units - unacceptable because delivery would not be until sometime in 2008 - and 2007 is our year for inspection to renew the Class 1 rating.
The mayor has promised to revisit these issues in the fall. The Council does not seem to realize what is at stake. During the next few months try to contact your councilman and express your concern.

Ground breaking for new Station 22 has been postponed and most likely will be in July or August. Hold up is infrastructure preparation.
All 1989 reserve engines have been renumbered in a "30"series. Instead of RE1 or RE2, we now have E30, E31, etc. This is to avoid confusion on the fire ground.
Two new medic units are on order.
The SFD is to receive $800,000 from the recent tax windfall of 10 million dollars. It will probably be used for a new 100 foot aerial ladder truck - after delivery, the 1979 ALF ladder truck at Station 20 will go back into reserve.
The new Academy class will start July 13th. About 30 rookies are expected.
The replacement door for Engine 18 (formerly Engine 14) recently arrived from Spartan and is in the paint shop as of May 10th. It should be in service within the next 2 weeks.
Front cab neighborhood lettering for engines continues with the most recent #19 - "Ellerbe Rd" and 16 "Hollywood". Seven engines remain to be lettered.

SFD Apparatus Update and Other News
Ladder 7 has been in the frame shop for 2 weeks to repair the contact suspension system. It is due back in service Friday, March 25th.
Present Ladder 20 (1979 ALF) is in the frame shop for a broken spring. Ladder 16 (1989 Quality LTI) is sitting in.
Engine 18 is still a 1989 Quality Spartan because its replacement is in the shop awaiting a new door from the factory.
Reserve Engine 5 that was assigned to the Academy is now in the bone yard due to multiple problems. For now training will use whichever of the 5 reserves is available.
Rescue 9 - Replacing the chassis on the present module - is now out for bids.
Station 22 - At next Council Meeting final approval of the lot acquisition is on the agenda. Expect ground breaking in May.

Ladder (truck) 20, did not pass its recent test due to a faulty main ladder. Will take at least $100,000.00 to have it corrected, making it economically unfeasible. Its days with the SFD are over after almost 18 years of service. It is a 1988 Spartan LTI.
Enter "old Myrtle", the SFD’s Reserve Truck 1, a 1979 American LaFrance “Century” Series
(a "Ladder Chief" with a 100 ft. aerial), which has been at the Academy and recently at Station 2. It passed its test, and is now being spiffed up to become Truck 20. It was the only reserve ladder truck and the only American LaFrance on the SFD roster. SFD no longer has a reserve ladder rig, so there is a dire need for a new unit. It is hoped the administration can find a half million or more for a new one in the near future.
This fall the number of crash trucks at Shreveport Regional will be cut from 3 to 2. The order for the new crash truck has been put on hold. This will free 6 firefighters for service elsewhere. There is a chance the 3rd crash truck and crews would move to the downtown airport if air service there continues increasing.
A new medic unit is on order and 2 more new units will probably be ordered this year. A 9th medic is now operating out of 9.
This year Rescue 9 will have a new chassis installed using the same module.
The next rookie class at the Academy is to start in June or July and is expected to be larger than recent classes.
Plans for enlarging and renovating the SFD Shop are now on hold due to financial constraints.
Station 22 groundbreaking will be announced soon and bids for its new engine will be advertised shortly.
Engine 18 (was 14) is now having extensive repairs to its pump before going into service at Station 18. This will be the last of the rig transfers that started last June with the arrival of the new engines.

Engine 2 received their replacement pumper Friday afternoon, November 18th. It replaces a 1988 Quality Spartan. The engine is old 7's, and before that, Engine 8. It is a 1993 Quality Spartan.
Station 2 is now storing the only remaining American LaFrance on the roster, a 1979 100 foot "Ladder Chief". A bomb squad unit also shares the 3 bay station. This station is to be moved to Cooper Road and North Market in the next 2 or 3 years.
The lot for new Station 22 has been procured off Southern Loop a few blocks from I-49 Exit. Ground breaking should be in the first quarter of next year.
Ground braking for the new maintenance facility or addition has been postponed until the first quarter of 2006. New apparatus for 2006 will be one pumper (#22), 2 Medic remounts and one Oshkosh Airport crash truck.
The new Salvation Army canteen truck is due to arrive Saturday November 19th. A company representative will give a demonstration of its capabilities Saturday to the primary operators of the rig, the Signal "51" Group.

SFD Apparatus Update and Other News
Bids on the new Shop Addition are now being received and will be opened at City Hall on September 1st. If accepted, look for ground breaking in October.
Engine 7 (formerly Engine 8) was placed in service Thursday August 18th. Former Engine 7, after spiffing up, goes to Station 2.
Former Engine 17 blew its transmission, has been repaired after a month in the shop and is now in service as Engine 14. Former Engine 14 will go to 18 in the near future.
Station 3 had its roof blown off during a windstorm 2 weeks ago. A new roof is now being put on. Engine 3 is to get former Engine 9 on Monday. Former Engine 3 will go to 16.
New Medic 14 will go in service Monday.
Budget for 2006 is finished. New remount for Rescue 9 approved. One ladder truck and 3 engines requested. Unknown how many will be awarded.
The new Dodge for District 4 was placed in service this week.
Land has been procured for Station 22. Ground breaking will be in December or January.

Previous Engine 1 has been sent to 13. None of the other hand-me-downs has been placed into service. (Engs 4, 8, 9,17). E 9 is to go to 3, but has been in shop for 2 weeks for mechanical problems. Eng 3 is using a 1988 reserve.
The 8 new Dodge pickups have arrived and will be painted all red with added light bars. Five are for the District Chiefs, two for EMS Supervisors and one for a shop truck. They came with covered truck beds.
One Medic is being renovated now with a new chassis and another will go next month.
Rescue 9 has almost 90,000 miles on it and will go next year for a chassis replacement.

Apparatus Update:
New Engine 1 and Engine 4 will be the first of the five to go into service.
The most striking features of the new rigs are the LED display in the light bar. and the bell and ornamental eagle on the right front bumper extension. Don't try to find the bell rope - there is none. The clapper is pulled by an electric mechanism as the bell on a diesel locomotive.
The plans for the SFD Shop expansion are impressive. The extension is to go westward where the present bone yard is. There will be a separate area for medic unit repair and service, new hydraulic lifts, wash area, gym, conference room, offices, break room, etc. Estimated cost is 1.5 million, and ground breaking is planned for October. Construction time expected to be 9 months.
There is a good chance the crash trucks at regional will be reduced from 3 to 2 because the Airport Authority is in a budget crunch. The extra truck might be sent to downtown airport.

The 5 new engines have arrived.
Here are the assignments:
New Engine 1 to New Central. Present E 1 to E 13 and old E 13 becomes RE 1. Old RE 1 to trade-in.
New Engine 4 to Station 4 - old E 4 to E 19. Old E 19 to trade-in.
New Engine 8 to Station 8 and old E 8 to E 7, old E 7 to E 2. Old E 2 becomes RE 2 and RE 2 to trade-in.
New Engine 9 to Station 9 - old E 9 to E 3 - old E 3 to E 16 - old E 16 to RE 3 and old RE 3 to trade-in.
New Engine 17 to Station 17. Old E 17 to E 14 and old E 14 to E 18. Old E 18 to to RE 4 and old RE 4 to RE 5. RE 5 to training.

At 5 PM today the Shreveport City Council, passed the Resolution by unanimous vote:
"Ordinance No. 35 of 2005: An ordinance authorizing the donation of the original Central Fire Station building to the State of Louisiana for conversion and operation as a museum and otherwise providing with respect thereto. (B/Walford)"
After almost a year of work, we have passed a basic step on the road for the firefighters museum.

Regional Convention Report
Dallas, TX - April 15-17
Five members of Signal "51" were at the Dallas Meet this past Friday and Saturday. Around 20 out of town members and the 24 Box 4 Group plus spouses/friends.
Interesting visit to Dispatch Center after supper Friday evening at Old Whiskers Restaurant.
A busy day Saturday from 8AM to 10:30 PM, a one hour business meeting - Tim Wilcox reelected as Region 5 Uice President. The Dallas FIre Chief spoke at the huge Dolphin Fire Rescue Facility followed by a presentation of the new Fire Rescue concept in Dallas. Lunch was grilled tube steaks and trimmings fron the new Salvation Army Canteen truck.
Five or six static displays and presentations on the grounds followed by a tour of the sprawling shops. Nest, a visit to Love Field Crash Station where crash trucks rides were given - a single engine plane in distress caused a fire run by 3 crash rigs.
Next, a tour of the Chalkhill Antique Fire Truck Facility - 40 vintage rigs on display. Delicious supper by Babe's Restaurant followed by speeches and group pictures. The dessert? A 2 alarm fire in Irving - Chinese Restaurant - Box 4 Canteen and everyone responded.

The five new pumpers are due to arrive the second week of May. All five will be delivered that week. Top secret as to where they are to be deployed.
There might be only 4 1987-88 trade ins instead of 5 in order to save one for new Station 22. Land is ready, but no date set for ground breaking.
Old Reserve One (Quality - Winnebago) is to be traded to Excellence on one of the medic units.
Truck one is back in service after correcting hydraulic problems.
Five new Dodge pickups for the District Chiefs are to be delivered in about 90 days.
Specs almost ready for the new state of the art Oshkosh Crash truck. Three still first line, 4th (Walters) will occupy the 4th bay as reserve.
Engine 7 in wreck recently (Kings Highway at Highland) Car hit mini-van which hit the tail board on #7. Two women in van hurt - man in van DWI. No firefighters hurt. Tail board straightened and back in service, same day.

This ordinance requires three reading. The final reading on April 26 should wind it up. We are making progress.

Two new medic units have arrived and can be seen at the SFD Shop. They have a new paint scheme and design. They will be assigned to Station 5 and 10.
The five new engines are due to begin to arrive in late April or early May. One will be assigned to Engine 1 and one to Engine 14. No decision yet as to where the other 3 will go, but 13 is a good possibly for one.
Four 1988 and one 1986 Quality Spartan will be traded in. There will be 5 held in reserve.
The land is procured on the Southern Loop for Station 22 - no ground breaking date has been set. A reserve engine will be used as 22 until a new one can be purchased.

Caddo District 8 will receive the SFD old water rescue unit. It is on a Ford 350 Chassis. This was approved at the last City Council Meeting.

The 5 new engines are due in late May. Final decisions as where they will be assigned have not been made, but it is speculated that Engine 1, 8, and 9 will probably get one. Engines 13 and 19 will probably get hand-me-downs.
The gentleman who offered the city his property near Southern Trace for new Station 22 and then withdrew his offer, has again given the go ahead. The station will be almost identical to new 13. Look for ground breaking within a few weeks.
Engine 8 was involved in a minor collision on Drexel Street Thursday February 24th. No injuries and only minor paint damage.
Engine 11 has been in the shop for one month undergoing a front end repair with new bushings. Reserve engine 4 is in use there.
The new academy class has been moved from April to June.
Reserve engines in short supply. One is at 11, one at 19, and 3 in bone yard (old 10, 19, and Reserve engine 3). They have blown up engines and/or pumps and will be trucked to Ferrera as tradeins.
The district chief cars will be replaced with Dodge crew cab pickups with covered beds. Five can be purchased for the cost of 2 suburbans.
The 5 new engines will be equipped with bells - the first since 1979. They were purchased with savings from the cancellation of some computer diagnostic equipment and intercoms on the new rigs.
The runs of Engine 12 have been dramatically decreased since new station 13 came on line.
